Arbitrate needs

Open the menu Administration > Needs & Arbitration
Procedure
Select a requirement.
Click on one of the three possibilities :
Accepted – tick icon: the need is accepted
Declined – cross icon: Requirement is denied
Deferred – clock icon: requirement is carried forward to next financial year's plan
Or click on Mass arbitration: When arbitrating a requirement, the indicators in the page are automatically updated. In the event that a user has to arbitrate a lot of needs, we give the possibility to bulk arbitrate (accept, reject or postpone) by clicking on the Mass arbitration button.
Additional Information
After processing a requirement, a hierarchical sees the response of the training manager (or administrator) in the arbitration tab of the requirement. In addition, the requirement can no longer be modified by the requester (hierarchical or employee), only the training manager can still modify it.
The training manager can edit and delete a requirement as long as the plan is not in the closed state.
In the event that several training managers arbitrate the same needs, only the last answer is taken into account – no trace of the previous answers is kept.
Arbitrate as a manager
Open Manager profile > My Team > Needs
The main actor in this phase is a team leader (a manager or hierarchical). Their perimeter corresponds to their team.
Procedure
Click on the need.
Select the Arbitration tab.
Click on the Issue a need for my team button.
Fill in the opinion and justification : The favourable opinion filled in by default in the case of a manager entry. In the event of a need expressed by an employee, his manager will be able to issue a favourable or unfavourable opinion and provide a justification.
Additional Information
The advice given by the supervisor is advisory: it does not lead to an automatic refusal of the need.
Once the notice has been entered, the employee can no longer change their requirement. Once the arbitration has been made, the hierarchical can no longer change their needs.
